from full-time in 2019, continuing on renewed annual
contracts
Principal Geographic Information System (GIS) consultant for UT
outreach to Tennessee counties and cities (via contract with the Municipal
Technical Advisory Service).� Design,
develop and maintain desktop and web applications using Visual Studio .NET,
ASP.NET, SQL Server, Adobe Flex, and ESRI platforms beginning with Arc/INFO and
MapObjects to current versions of ArcObjects and ArcGIS Server.� The CTASHWY software is used by 80 percent of
highway departments in Tennessee counties.��
Design projects and conduct analysis to solve service area and vehicle
routing, suitability analysis, and other local government special projects that
require geospatial analysis.�� Work with
state agencies to assist local government in the procurement and operation and
management of GIS systems for public works, solid waste management, emergency
response, and asset management.�
Co-developer with Dr. Bruce Ralston, UT Geography, of the TN Data
Portal, a geographic browser of demographic, economic, and government finance
data for Tennessee cities and counties.

engineering and consulting firm.��
Project manager for environmental due diligence and regulatory
compliance projects that required site visits throughout North America, South
America, and Europe, reporting on observed issues, and developing and
implementing remediation and risk management strategies.�� Used ARC/INFO to delineate soil and
groundwater contamination extent and migration paths for remediation
projects.� Developed AsbestosO&M, a
GIS based desktop facility management software program for asbestos operations
and maintenance, as well as other GIS-based air, water, and waste compliance
and environmental risk management systems for major manufacturing concerns
located throughout U.S., Canada, and South America.
Analyst and Programmer � IT Corporation and TENERA L.P. (acquired
Environmental Risk Division of IT), Knoxville TN � 1986-1992
Risk analyst and programmer for company providing management,
consulting and software solutions for utilities, the government, and large
transportation companies.�� Developed and
managed software and databases for DEC VAX and PC Windows used
to analyze and statistically quantify environmental risks and manage regulatory
compliance for these clients.
Planner and Environmental Coordinator � U.S. Department of the
Interior, Bureau of Land Management (BLM), Eugene Oregon and Riverside,
California � 1978-1986
Coordinated environmental impact analysis and compliance management
programs for federal land management agency.�
Lead writer for BLM California Desert Conservation Area Plan
(1980).� Assisted in the creation of 400
multiple scale mylar maps for inventory of public land resources and uses and
helped developed FORTRAN GIS routines for mapping in Department of Interior�s
first use of GIS for land use planning.��
Developed and maintained GIS based planning resource inventory,
environmental monitoring, and timber management projects.
